Real Estate Market 2010 To Thaw

Credit will be tightened in 2010. The move was set out at a review conference held by the State Bank at Ha Noi. Accordingly, the State Bank will control liquidation and credit outstanding loans at an increase rate of 25% only in 2010, much lower than the rate of 37.73% in the last year.

At present, deposit interest rates at banks have been increased sharply while consumer loans remain tight, so the interest rates for house purchase loans will be higher in 2010. The reason makes real estate projects’ owners decrease the selling prices of apartments.

Property firm CB Richard Ellis (CBRE) Vietnam expected that HCMC will have 44 housing projects with over 22,500 apartments to be sold from the end of 2009 to June 2010.

Previously, 9,453 apartments in this city were sold in 2008 and 13,066 ones sold in 2009. The figure showed that real estate market is in huge supply.

Meanwhile, though many real estate projects have been launched across HCMC, Binh Duong and Dong Nai provinces, purchasing power remains low.

“With over 86mil residents, real estate market will promise much potential but the real estate projects’ owners like to aim at secondary investors, due to a quick recovery of capital. When banks remain tight credit policies, the secondary investors will have to sell their assets with a cheaper level than original price. The move will make a disorder for real estate market”, said a director of a real estate company. The above worry will perhaps create an unhealthy competition.

Many experts expected that the prices of houses and lands will be lower in 2010, owing to abundant supply and restriction of capital disbursement for real estate projects.

Banks divert spare cash for Gov’t loans

HA NOI — Several banks have directed all idle capital toward the Government’s lending programme, causing an increase in short and mid-term deposit interest rates by 0.4 per cent.

Rates have gone as high as 9.99 per cent per annum for a 12-month term, despite the normal lending cap remaining at 10.5 per cent.

Short-term deposits have continued to account for a large portion of commercial banks’ deposit structure, with most deposits for terms of less than six months.

Interest offered on one to nine-month dong deposits at private banks such as SeABank, HDBank, SCB, Techcombank, ACB and Eximbank ranged from 9 to 9.99 per cent, up 2 percentage points against previous rates.

State-owned banks Agribank and Bank for Investment and Development of Viet Nam or partly equitised banks like Vietcombank or Vietinbank also joined the race by raising deposit rates for short term deposits by 0.2-0.4 per cent.

"The stimulus package is going to end and enterprises are trying to mobilise capital to pay loans, while the direction of idle capital towards banks becoming more limited. Banks have to do something to attract depositors and keep them," said Nguyen Thanh Toai, ACB’s deputy general director, adding that even though banks try hard, deposits were still small and slow.

Chairman of Vietcombank Nguyen Hoa Binh added that: "Capital borrowing often surges strongly by the end of the year, so banks have to prepare to catch that trend, especially since corporate deposits this year are low."

Questioned about the low profit margins, one Ha Noi bank spokesman said: "To boost the economy and curb inflation, the central bank should keep the lending rate low. Low interest actually affects our deposits but we dare not overlook the challenge."

On the another hand, short deposits at banks were also blamed on the noise in other markets.

"In recent times, the rebound of property and securities markets and gold price fluctuation have been attracting a large amount of capital. Of course deposits at banks will decrease," market watcher Hoai Nam said.

Some bankers believed deposit interest rates could increase again soon. However, the State Bank of Viet Nam stated that if deposit interest rates for individuals at banks passed 10 per cent, it could intervene. — VNS

Hoan Kiem District has asked permission from the Ha Noi municipal authority to provide tours of Ha Noi’s old quarter and Hoan Kiem Lake by tramcar. The project by the Dong Xuan Joint Stock Company would put 12 tramcars into operation later this year. The battery-powered cars will have from 5-12 seats priced VND10,000 to 30,000 each, depending on the tour.

Dong Xuan will supply two tours by tramcar. The first tour will include historic commercial streets in the Old Quarter and the old Dong Xuan market. The tour will start from Dinh Tien Hoang Street and travel down Hang Dao, Hang Ngang and Hang Khoai streets toward Dong Xuan market.

The second tour will bring visitors to other old streets like Ma May, Hang Bac, Hang Bo, Hang Hom, Hang Trong, and to historic structures like the Ngoc Son Temple, Kim Ngan communal house and the Temple of Le Kings. If everything goes smoothly, the company will put 20 more tramcars into use in 2010.

Peace Boat visits Da Nang

The Peace Boat brought 770 crew members and passengers from 16 countries, including 462 from Japan, to Tien Sa Port for a one-day visit to Da Nang on Tuesday, marking its 67th trip around the world. In Da Nang, the tourists took part in a cultural exchange programme organised by the city’s Youth Union. They were introduced to Vietnamese cuisine and traditional dress-making, and visited Ha Market, Champa Museum, My Son Cham Tower Complex and Hoi An.

Locals to enjoy cheap luxury stays

Six of HCM City’s 12 five-star hotels will for the first time offer a discount of 50 per cent for local guests between September 1 to October 31, under the promotion "One Day to Stay in 5-Star Hotels".

Motorbike convoy heads to Thailand

The HCM City-based Viking Travel and Media Company on Wednesday kicked off a motorcycle tour of 17 Harley motorbikes for local and foreign tourists from HCM City to Thailand. A group of 21 Vietnamese in HCM City and five foreigners living and working in Thailand joined the six-day tour. The travellers are scheduled to go to Bangkok and Pattaya and meet with representatives of the Harley Club there. Their itinerary will also take in destinations in Thailand.

The travellers are also surveying destinations in Viet Nam to prepare for another motorcycle tour which is expected to take travellers to Laos, Cambodia, Viet Nam and Thailand in October this year. The company will also receive another group of riders from Cambodia to Viet Nam in December.

Cruise ship visits southern region

Saigontourist Travel service welcomed on September 2 around 1,250 tourists on board the cruise ship Costa Allegra. The cruise tourists then took a city tour of HCM City and visited the Mekong Delta city of My Tho. Costa Allegra, which made port calls to the northern province of Quang Ninh and the Central coastal city of Da Nang on August 30, left HCM City on Wednesday afternoon. Festivities for Ha Noi’s 1,000th year set to begin

Fireworks, martial arts, and traditional music performances will be the highlights of a three-day festival to be held at Ha Noi’s Ly Thai To Garden and around Hoan Kiem Lake from October 9 to 11.

The festival, which will kick off a slew of events to celebrate the 55th anniversary of Ha Noi’s liberation from the French, October 10, 1954, and the capital’s 1,000th birthday next year, will also feature traditional cuisine and garments, craft festivals, city tours by electric car, and tours to famous centres of Buddhism and ancient capitals like Phu Tho, Ninh Binh, Thanh Hoa, and Thua Thien-Hue provinces.

HCM City ends nominations for top 100 attractions

The Sai Gon 100E organisation committee has closed nominations for the 100 interesting activities and specialties.

The 100 have been placed in 10 categories: hotels, Vietnamese restaurants, transport services, Vietnamese cuisine, Vietnamese specialty foods, destinations, shopping sites, tours, entertainment venues, and outstanding events.

After choosing the top 100, the city will showcase them on 40 large TV screens placed at Tan Son Nhat Airport and tourist destinations around the city and through posters, pamphlets, websites, books, DVDs, and computer memory sticks.

The city’s Department of Culture, Sports and Tourism, said around 2000 4GB USBs containing information about HCM City and its tourist attractios will be sent to 1,000 foreign travel agencies around the world.

The voting began yesterday and information about it will be available at www.hcmc100e.info and through flyers to be distributed at the airport, hotels, and shopping malls.

New tours tout Ha Noi’s old streets

The Ha Noi-based Eveil Centre has introduced three outdoor activities called My Ha Noi for people to discover the special features of Ha Noi’s old quarter.

The first tour, called The Ancient Traits of Ha Noi, takes place from 2-6.30pm on Sunday. The second tour, The Noble Traits of Ha Noi, is from 2-6.30pm on November 8. The third tour, Thang Long-Ancient Citadel will be held from 2-6.30pm on November 22.

Asian Trails promotes new route

The HCM City-based Asian Trails Co Ltd is promoting a new tourist route via the Na Meo Border Gate in the central province of Thanh Hoa that links tourist attractions in Laos and Viet Nam.

According to the company’s director Bui Viet Thuy Tien, backpackers have been travelling on the route since the Na Meo bordergate was opened to international tourists in 2004, but this is the first package tour launched for European travellers. She said tourists from northern provinces can now travel directly to the Laos heritage route instead of returning to Ha Noi and going to Laos via the Cau Treo Bordergate in Ha Tinh Province.

Airlines encourage holiday bookings

Viet Nam Airlines and Jetstar Pacific have called for passengers to quickly book seats on flights during the upcoming Lunar New Year Holidays, or Tet, so that they will be able to secure a return to their families on the occasion.

The call was made because certain flights from HCM City to central and northern provinces just before and after Tet, which falls on February 14, are filling up. Viet Nam Airlines said it was difficult for passengers to secure a seat on flights from HCM City to Quy Nhon within a few days of the Tet. Jetstar Pacific confirmed that certain flights between HCM City, Vinh, Hue and Hai Phong were fully booked in the days just before and after Tet.

Jetstar offers low fares to Singapore

Jetstar is celebrating its fifth birthday by offering bargain travellers low fares to Singapore, plus some free treats.

The low-cost carrier is offering one-way all-inclusive JetSaver Light fares for travel from HCM City to Singapore, starting from US$29. The special offer coincides with Jetstar’s celebrations to commemorate five years of operation from its Singapore hub. New tours of Da Lat Flower Festival

The HCM City-based Ben Thanh Tourist has launched four-day tours to Da Lat which will offer travellers an opportunity to experience the Da Lat Flower Festival 2010, one of the biggest festivals in the country to celebrate the 1,000th anniversary of Thang Long-Ha Noi.

Suoi Tien builds 2nd amusement park

The HCM City-based entertainment park developer Suoi Tien Group broke ground for its second amusement project called Son Tien Eco-tourism Town along National Road 51 in Dong Nai Province’s Long Thanh District, some 30km from HCM City.

Son Tien Park, which will be developed on 375ha with a financial and commercial centre and a resort, requires investment of some US$600 million. This is the second amusement project developed by the group, after its first project Suoi Tien Theme Park was developed in District 9 in 1995. — VNS

HA NOI — The State Bank of Viet Nam denied rumours yesterday that it would widen the daily trading band of the US dollar-Viet Nam dong exchange rate, urging the public to stay calm against the sudden surges in the price of the greenback on black market.

Yesterday, one US dollar was going for about VND19,020-19,160 on the street, an increase of VND250 over Friday, with the black market being driven by whispers that the State Bank was considering a wider trading band for the currency.

"The daily trading band remains," said State Bank’s Governor Nguyen Van Giau. "The central bank continues to pursue a stable and flexible exchange rate policy."

Since the beginning of the year, the dollar has gained over 5 per cent against the dong on the official market. In September, the interbank rate was VND16,976 per dollar; on October 10, it was VND17,000. Yesterday, the rate reached an all-time high of VND17,021.

The gradual increase in the rate last month was viewed as reasonable however, as it narrowed the gap between the official and black-market rates, while encouraging exports.

Meanwhile, most commercial banks have been tending to keep exchange rates at the upper limit of the daily trading band at VND17,872 per dollar.

On its website, the central bank said it would keep a close watch on the forex market and would step in and apply suitable measures to manage the market if needed. — VNS

Up to 70% of foreign teachers in Ha Noi lack valid licences

HA NOI — A recent survey reported that nearly 70 per cent of the foreigners working as teachers in the city’s language training centres have no working licence or professional certificates.

The municipal Department of Education and Training reported early this month that roughly 110 of the more than 300 foreign teachers in these centres have the necessary papers issued by Vietnamese authorities.

For example, only two individuals in the staff of 10 teachers at ILA Vietnam, a foreign-invested education and training centre, have been licensed to teach in Viet Nam.

Language Link employs 101 foreign teachers, but only 25 of them have been certified. Cleverlearn English Language Centre has only one certified teacher out of their total 18 instructors.

Head of the department’s foreign-invested education and training management office Nguyen Quoc Bao, said that the hiring of foreign teachers had caused several problems at the city’s language training centres.

"Most of foreigners stay in Viet Nam and work at centres for a short time, about three to six months, while the procedures for granting working licences for foreigners requires a lot of time and effort," Bao said.

According to Nguyen Thi Tuat, headmistress of the Japanese-invested Sakura Hoa Anh Dao Kindergarten, most of foreigners use their tourist visas or visas designated for individuals visiting family, instead of getting proper working licences when they apply for teaching jobs.

Tuat said that individuals who are not using proper working licences could be fined up to VND20 million (US$1,100) if they are discovered.

Decree 34/2008/ND-CP issued by the Government stipulates that foreigners who wish to work for enterprises or organisations in Viet Nam are required to supply legal documents, which includes professional certificates, medical certificates and other legal papers to the local authorities where they work within 20 days before they begin their jobs.

"The department, together with relevant authorities, will conduct regular checks on these foreign language centres in Ha Noi," Bao said.

Those who are found to be unlicensed will be given warnings or forced to stop teaching, and the centres would be forced to suspend their operations if necessary, he said.

The ministry’s Department of International Co-operation vice head Nguyen Thanh Huyen said the department would work with the Ministry of Public Security’s Immigration Department to refuse to grant visas for those who are found working without the required licences. — VNS

生春巻きは、「ゴイクォン／Goi Cuon」と呼ばれるベトナム南部の料理。ベトナム語で「Goi＝あえもの」、「Cuon＝巻く」を意味し、お米から作られるライスペーパーで、ミント、バジル、しそなどのハーブと、レタスやもやしなどの生野菜、そしてゆで豚、ゆで海老、米麺のブン（Bun）を巻いて作ります。「具やタレにどんな種類があるの？」とよく聞かれますが、伝統的な具材はこれが定番。タレは中国の甜麺醤（テンメンジャン）に似た甘い大豆味噌を油で炒めたにんにくや砂糖などと合わせ、すりつぶした緑豆やピーナッツなどを加えてコクをプラス。さらにタマリンドの汁やお酢などを極少量加え、味をキリッと締めて作ります。お店や家によって秘伝の材料や配合があるようです。

　ライスペーパーは春巻き用と思っている人もいますが、ベトナムには元々、ライスペーパーに肉や魚の料理とブン、ハーブや生野菜をのせ、卓上で手巻きにする食べ方があります。実はこちらが本来の方法なのですが、1回ずつ手で巻くため、時間のある時にしか食べられません。そこでスピーディーに食べられるよう、あらかじめ巻き置くスタイルの「生春巻」が生まれたのです。

　つまり、生春巻きはファーストフード。現地では屋台や市場、学生が立ち寄るおやつのお店などで売られています。しかし見た目の珍しさから、外国に紹介される機会も多く、ベトナムの外国人観光客向けのレストランに置かれるようになりました。日本でもベトナム料理店の定番メニューとなっているので、高級料理と思っている人も多いのではないでしょうか。

　ところが最近では、ベトナムの外国人向けレストランに、ベトナム人客が多く来店するようになってきました。これらのお店の中には、具にスモークサーモンや生魚を使ったり、マヨネーズをソースに使ったりした、ちょっと変わった生春巻きを置く店も出てきました。つまり、食べ慣れた味を好むベトナム人もまた、シェフがもたらす新しい味を受け入れ始めたのです。しかしこれらの多くは日本で食べたことのあるアレンジ…。そう、日本の生春巻きはベトナムの最先端を行っていたことになりますね。伝統的な味、新しい味、どちらもおすすめですが、これらのことを知っていれば、より生春巻きが味わい深くなるかも知れません。

フォー [Pho]　-その2-

ベトナムの米麺「フォー/Pho」、前号ではスープや具材について触れましたが、今回は「麺」のお話をしましょう。

　簡単に言えば、フォーとは、蒸して作った薄い米生地を幅広に切った麺。柔らかく蒸した生地を切るわけですから、日本の乾麺の様な「コシ」はありません。ベトナム人はむしろ、この絹のようにしなやかで、柔らかな食感を楽しむのです。

　まずは原料であるお米をたっぷりの水に漬けます。次に柔らかくなったお米を機械で粉砕、水を加えて程良いかたさの生地にします。その後、鍋の口に布をピンと張った専用の蒸し器の上に生地を適量のせ、専用のおたまの裏を使って生地を薄く引き伸ばしていきます。蓋をして蒸すこと数十秒、生地に火が通るとプルプルとした状態になり、これを冷まして幅広に裁断すれば、フォーの麺「バインフォー/Banh Pho」（Banh＝粉などから作る生地を加工したものの総称）の完成です。

　この麺は日持ちがしないので、製麺屋では常にその日の作りたての麺が売られ、その日のうちに食べ切ってしまいます。日本で出回っているような乾麺のフォーは、現地では製麺所のない辺ぴな場所で食べられることはありますが、生麺（乾麺でないという意味）のフォーを食べるのが普通です。

　また、フォーとは作る店やサイズ、厚さ、生地の配合が異なりますが、蒸したプルプルの米生地を切らず、炒めたひき肉などの具をのせて巻いて食べれば蒸し春巻き「バインクオン/Banh Cuon」（Cuon＝巻く）、蒸した米生地を天日に干せばライスペーパー「バインチャン/Banh Trang（南部弁）」（Trang＝引き伸ばす）となります。

　ところでこのバインフォー、牛または鶏のダシで食べるか、油で揚げ焼きにするのが昔からの食べ方ですが、フォーの本場のハノイでは、数年前から面白いフォー料理が流行っています。その名も巻きフォー「フォークオン/Pho Cuon」。「どんな料理？」と最初に名前を聞いた時は思いましたが、現物を見て「こうきたか～」と納得。蒸したフォー生地を裁断せずに四角くカット。炒めた牛肉や香草をそれで巻いて、魚醤ヌックマム（Nuoc Mam）ベースのタレに付けて食べるのです。ハノイでは、市中心部の北側、チュオックバック（Truoc Bac）湖畔のグーサー（Ngu Xa）通り周辺に専門店が軒を連ねています。ベトナムを訪れた時は、昔ながらの生麺フォー、最近流行のフォー、どちらもチェックしてみて下さいね。

バインセオ [Banh Xeo]

「ベトナム風お好み焼き」という名で紹介されるこの「バインセオ/Banh Xeo」。実はお好み焼きとは似ても似つかず、パリパリでクリスピー。米粉にココナッツミルクと水を加えて作った生地は、ターメリック入りで黄色いのが特徴です。

　焼き方が面白く、油を熱した底の丸い中華鍋で少量の豚肉と海老を炒め、その中に生地を流し入れて手早く鍋を回しながら薄く大きく広げます。そこにもやしや蒸した緑豆などをのせ、蓋をしてサッと蒸します。多めの油を注いで高温で調理するので、生地がパリッと揚げ焼き状態になるのです。最後にこれを半分に折ると出来上がり。

　食べ方は適当な大きさに切り、リーフレタスやからし菜にのせ、大葉やドクダミ、バジルなどの香草とともに巻き、タレに付けて食べます。タレは魚醤ヌックマム（Nuoc Mam）とレモン汁（または酢）、砂糖を混ぜた甘酸っぱいもの。青パパイヤとにんじんの甘酢漬けを入れたり、添えたりして食べます。たっぷりの野菜やハーブ、爽やかなタレと合わせることで、油で焼き揚げた生地もサッパリと食べられるのです。

　このバインセオ、ホーチミン市や、日本のベトナム料理店などで食べられる大判タイプのものは、実はベトナム南部風。地域が変わるとその土地に合わせて、姿や味が変化します。たとえばファンティエット（Phan Thiet）やムイネー（Mui Ne）では、ターメリックを使わない白いものがあり、小さめの手の平サイズで、漁師町らしくイカが入っていたりします。ホイアン（Hoi An）などの中部も手の平大。これを野菜やハーブだけでなく、ライスペーパーで包んで食べます。タレはこの地方の味噌を使った味噌ダレです。また、「バインコアイ/Banh Khoai」と呼ばれる厚焼き生地のフエ風バインセオは、肉団子などがのり、半分に折らないオープン状のもの。タレは、「ヌックレオ/Nuoc Leo」と呼ばれる肉味噌ダレ。メコンデルタやヴンタウ（Vung Tau）などでは、ひと口サイズの「バインコット/Banh Khot」もあります。

　ところで、ハノイのガイドさんから「『バインセオが食べたい』というお客さんが多くて…」と愚痴られたことがあります。もともとベトナム北部では、バインセオを食べる習慣がありません。最近は地方の食べ物も人気で、専門店もできてきましたが、ハノイでバインセオを食べるのは、大阪でもんじゃ焼を食べたい、というようなことなのかも。それほど日本人にとって、バインセオは人気なのですね。

I remember as a child when I asked my mother for my friend to come over, she would always state “Sure, as long as the house is cleaned up.” That exact moment would produce a frenzy of activity around the house, me racing against time to pick up everything so my mother would say yes. Ahhhh…. Those were the days. Now that I’m an adult, I don’t to have to deal with that when my friends come over. I want my apartment to already be kept up, so when a friend calls and says he/she is coming by I don’t have to worry.

Here are five foolproof ways I make sure this is accomplished for my apartment:

1. Make your bed as soon as you get up. As soon as I get out of bed, I make the bed. I feel like my room is extremely messy if the bed is. After all, the bed is usually the focal point of the bedroom; people tend to notice if that’s neat versus your vanity being kept up.

2. Unload your clean dishes from the dishwasher in the morning and make it a rule that if somebody uses a dish they are to load it into the dishwasher. If you don’t let dishes pile up, you won’t have a mess after dinner. And when the dishwasher is full, you can run it.

3. Clean up all spills immediately. That means on counter tops, on the stove, and on the floor when you are cooking. This will eliminate the hard scrubbing from food deposits sticking to the surfaces.

4. Make it a habit to take your shoes off at the front door when you come home. I have a shoe rack by the door for myself and guests to put their shoes. Doing this will keep dirt from being tracked in onto your floors or carpet, which will help them look beautiful longer! Remember, you want that security deposit back! J

5. Another thing people will notice when they come to your house is clutter. Make sure you have a spot for everything. When mail comes into the apartment, go through it immediately and throw away unnecessary items. Then, place your bills or other ‘keep’ items in their spot to go through when needed.

Moving to, and living in, Hanoi is relatively easy. Different people have widely varying needs, but here are some resources that I found useful when I first moved to Hanoi.

Housing: Finding a place to live in Hanoi depends largely on your budget. You can rent a room from a family or a local living quarter housing starting at about $200 a month. There are also fully serviced apartments that can run upwards of $3,000 a month, and everything in between. You can also negotiate with most hotels, ranging from the backpacker to the five star, for reduced rates on long-term stays. I was looking for a furnished apartment, with plenty of hot water, air conditioning (necessary if you'll be there between min-April to mid-October), and a backup generator (required if you want regular electricity), and prices tended to start at about $700. After deciding on your price range, the next step will be deciding where in Hanoi to live. The two primary areas foreigners tend to live are either in the central area (in the Hoan Kiem or Hai Ba Trung districts) or in the Tay Ho (West Lake) suburb (about 15 min. from the central area). I wanted to live within walking distance of where I worked and close to restaurants and food stalls, so I had a strong preference for the central area. The ancient quarter has several places to rent bicycles, but they are not in the best shape. There are several bicycle shops on Ba Trieu, prices start at about $28 for a Chinese-made bike, but be careful that you are buying a new one rather than an old one that has been cleaned and repainted. I bought my new joint-venture Vietnam/Japan model with basket, lock, and two year warrantee for $48 (12 Trang Thi). Bring a helmet with you, because they are virtually impossible to find in Hanoi.

The Moon Festival was initially a harvest celebration celebrated on the fifteenth day of eighth month on the lunar calendar, during which, the moon appears larger than at any time of the year. The moon represents fullness and prosperity of life.During the Moon Festival, it is customary to give boxes of moon cakes (Banh Trung Thu) to family and special friends. The traditional moon cakes are usually very rich in taste. They have a bright yoke in the center to represent the moon. They are filled with lotus seeds, orange peel, ground beans.Traditionally, during the night of Moon Festival, children parade on the streets, singing with colorful lanterns in hands. There are several different shapes of lanterns including butterflies, fishes, and stars. There are also lanterns which spin around when a candle is placed inside (den Keo Quan), symbolizing the seasonal spinning of the earth around the sun.The flower dance and dragon dance are popular during Moon Festival. There are many sights in Hanoi and some great trips, ranging in length from a day to several days, that you can do by using Hanoi as a base. Different people have different interests and priorities, below are some of my recommendations of things to do and see.In Hanoi:

Temple of Literature (Van Mieu) was founded in 1070 to honor scholars. If you're in central Hanoi, taking a cyclo is a fun way of getting here. Afterwards, you can walk across the street to shop at Craft Link, a non-profit providing an outlet for products from ethnic minority groups, and/or eat at Koto (Know One Teach One), a non-profit that takes in and trains street children.

Museum of Ethnology- This museum focuses on Vietnam's ethnic minority groups and is by far the best museum in Hanoi. If you're planning a trip to Sapa or Mai Chau, you should definitely visit the museum before you go to learn more about various groups history, culture and customs. Its located on the outskirts of Hanoi so you'll need to take a taxi.

Take a walk around the ancient quarter. Just wander around some of the streets, particularly those away from the central tourist shopping areas.
If you're an early riser, walk around Hoan Kiem or Bay Mau lakes in the mornings to observe how locals start their day. Walking, badminton, and tai chi are everywhere, as exercise is a very public activity.

Water puppetry is an art form originating in the Red River Delta and traditionally performed in flooded rice paddies. The Municipal Water Puppet Theatre (57B Dinh Tien Hoang), located on the northeast edge of Hoan Kiem lake, has two performances nightly. Buy your tickets in advance; you'll have a better view from the first class seats (avoid rows 1&2 if you don't want to get wet).

If you're in Hanoi around Tet (Vietnamese luna new year), take a walk around some of the areas selling cumquat trees and peach blossoms- these are used to decorate houses for the new year. The spectacle of all the trees, flowers, seller, shoppers, and cyclos and motorbikes being loaded down with trees and branches is amazing. Nghi Tam, located in West Lake, or on Tran Nhan Tong in front of Lenin Park, are two good places to observe the scene.

The Opera House (Trang Tien) is a beautiful building built in 1911with periodic performances. Check The Guide (monthly magazine) or the Vietnam News (English language daily) for a listing of scheduled performances.

Banking: the ANZ Bank (14 Le Thai To) on the western edge of Hoan Kiem lake is the only place in town with an ATM that accepts Cirrus and Plus. Great way to access cash from home without having to open a bank account in Hanoi. Cashing travelers checks there, either into dollars or dong, has a 2% charge. Citibank also has an ATM, but you must have a Citibank account to use it.

Groceries: In addition to the street sellers and local markets, there are several western type mini-markets, including one located in Hanoi Towers, Western Canned Goods (Ba Trieu), and Fivimart. Many restaurants deliver at no extra charge (see the eating in Hanoi).

Internet: There are tons of internet cafes all over Hanoi. My favorite is Café Julien located at the southern end of Hoan Kiem Lake; cheap internet and good food. Although they vary, internet cafes tend to be slow. If you want the convenience of internet from home, there are two ISP's in Hanoi. My preference, FPT Internet (75 Tran Hung Dao), provides either a monthly flat charge service (about $14 for 26 hours) or you can purchase an internet card.

Health Clubs: Most of the major hotels have health clubs you can join. Fees vary widely. Popular ones include the health clubs at the Sofitel Metropole, Nikko, and Daewoo. The Army Hotel is low cost with a great pool. When they are running specials, the Sunway Hotel is a good buy (no pool).

English Language Books: There are several book exchange places in the backpacker area of the ancient quarter (for ex., Love Planet on Hang Bac). The large bookstores have the classics we were assigned to read in high school. A new bookstore, Bookworm, recently opened by an Australian woman, has reasonable prices and a great selection of new and used; across the street from Le Tonklin restaurant.

Vietnamese Language Lessons: You can arrange for private lessons from ESP Language Center (1 Pham Ngu Lao; about $7 per lesson). You can also find a teacher through the paper or on bulletin boards, like the ones in the Hoa Sua bakery or outside Western Canned Goods.

Storm Ketsana claims at least 74 lives

HA NOI — Party General Secretary Nong Duc Manh and President Nguyen Minh Triet yesterday sent consolation messages to authorities and families in areas hit by the Ketsana Storm, which has already claimed the lives of 74 people.

The two leaders expressed their condolences for families whose relatives died or were injured during the storm. The urged them to try to surmount the losses and overcome the difficulties in the coming time.

Manh praised the efforts of the authorities, people and armed forces in the central region for providing aid and support to the affected areas.

Meanwhile,Triet called on authorities and relevant agencies to stay united to support the affected people in order to help them overcome this difficult time.

For his part, Prime Minister Nguyen Tan Dung urged ministries, sectors and cities in the affected areas to concentrate measures and forces to overcome the consequences and minimise the damages caused by Ketsana.

Dung asked the army and police to closely co-ordinate with localities to search for the missing and move people living in low lying and mountainous areas into shelters.

The storm has downgraded to a tropical low pressure, however, central localities from Quang Binh to Phu Yen, Central Highland provinces of Gia Lai, Kon Tum and Dak Lak were warned of serious flooding, flash floods, landslides and wide inundation, due to rising water levels in local rivers.

According to the National Hydro-meteorological Forecast Centre, water in the rivers of Thua Thien–Hue, Quang Ngai, Gia Lai, Kon Tum and Dak Lak provinces started gradually going down but were still high. Meanwhile, water levels in the rivers of provinces of Quang Binh and Quang Tri continued to rise, and are at or have exceeded the third warning level.

Losses and damages

Before the storm landed, nearly 47,000 boats with approximately 194,000 fishermen operating offshore had been informed about the storm’s movements and were guided to shelters.

More than 104,000 households with about 370,000 residents had been evacuated to safety.

Despite the localities’ efforts to cope with the storm, it still caused 74 deaths with 10 missing and 81 injured people. Ketsana destroyed nearly 6,000 houses and more than 14,000ha of rice, according to the latest report from the Ministry of Agriculture and Rural Development.

The storm also damaged more than 163,000 houses, 215 classrooms, 12,000 offices and public spaces and hundreds of kilometres of roads and dikes. It also sank 116 boats and ships.

Overcoming

Military Region 5 has sent three helicopters to directly relieve people, who are still in isolated areas.

As many as 500 soldiers from the military region have been able to access seriously flooded and isolated areas in Da Nang City, Quang Ngai and Quang Nam provinces.

Two ad hoc groups from the National Steering Committee for Research and Rescue yesterday also arrived in the Central Highland Kon Tum and central Quang Ngai provinces to join the local rescue and relief works.

In Central Highland Kon Tum Province, the storm caused 21 deaths and two people are still missing.

Provincial authorities decided to provide families that have lost a relative or are injured with VND5 million (US$275) and VND2 million ($110) for support.

For citizens that lost their homes, they will receive VND5 million in support and an assistance of VND2 million will be given to owners of damaged houses.

The province has also planned to provide its people with 500 tonnes of rice for famine relief.

Deputy PM Hai visited Kon Tum Province to monitor the province’s relief efforts yesterday.

Hai warned that the possibility of a disease outbreak had been heightened due to flooding. He asked the health sector to provide adequate and necessary chemicals for sanitation.

The Deputy PM asked Ministry of Transport and military forces to promptly clear the two artery routes of the National Highway 24 and Ho Chi Minh Highway that pass through the province.

On Tuesday night, relief forces from Army Corp 3 in Kon Tum Province successfully rescued 200 people living along the Dak Bla River, who were facing rapidly increasing water levels. Also, 20 passengers that were stranded on the Lo Xo mountain pass on the Ho Chi Minh Highway were also rescued.

The same night, 200 people helped protect the Dak Uy and Dak Trit reservoirs. If these reservoirs had not been protected thousands of lives would have been threatened if they had been broken.

In central Da Nang City, the storm left four dead and one missing with estimated property losses of VND120 billion (US$6.6 million).

In Quang Ngai,where seven people were killed, nine ad hoc groups have been assigned to help local authorities provide relief to affected areas.

Provincial authorities have taken measures to repair damaged electrical systems, which have most occurred in the Dung Quat Economic Zone, in order to make sure that Dung Quat Oil Refinery will continue to operate on schedule.

In central Thua Thien–Hue Province, where the storm left three dead and 16 injured, 100 tonnes of rice have been supplied to the people.

Nearly 1,000 passengers, who were stranded in the province’s stations, have been moved to the My Chanh Station in Quang Tri Province and Da Nang City’s Station.

In Central Highland Gia Lai Province, about 8,000 youngsters have voluntarily participated in helping with relief efforts.

In Binh Dinh Province, people with destroyed houses will receive VND8 million ($440), and those with destroyed boats will receive VND5 million ($275) in assistance. Families, who have lost relatives, will receive VND3 million ($165) each and those with injured members will receive VND1 million ($55) each.

The storm caused six deaths and 29 injures with three still missing. Property losses have been estimated to be VND115 billion ($6.3 million).

According to the Viet Nam Airlines, 12 more flights have been scheduled up for the central provinces after the airline cancelled 64 flights in the region on September 28-29 due the storm. — VNS

"Vietnam is the land of heat and noodles". That is what an American friend wrote to me in an email when he said he missed Vietnam. While in English, there may be only some words "noodle", "vermicelli" or "noodle soup", in Vietnamese, we have various names "Phở, Bún, Miến, Bánh đa, Bánh canh, Mỳ" to describe our noodles. The Vietnamese noodles have different colors (white, red, yellow), shape and thickness, depending on the types and regions. Each of the said noodles has one more word next to it, like beef, chicken or other material, or name of a location to emphasize their specialty. For example, Phở gà (noodle and chicken), Phở bò (noodle and beef), Bún bò Huế (Huế city's beef noodle), Mỳ Quảng (Quảng Nam province's noodle) etc.

We often eat noodle soup, rice porridge, sticky rice or bread for breakfast. The major meals are lunch and dinner, when we eat rice, meat or fish, vegetable and soup. Vietnamese people love to eat freshly cooked food and mostly don't like freezing food. We go to markets to buy food on a daily basis. Women are always busy thinking about what to cook today and tomorrow for their families.

I have never eaten fast food in Vietnam. I've never cared about fast food, because Vietnamese food are so good. Sometimes I ate fast food when I traveled abroad, just because of their convenience. I also ate noodles in other countries, like Japan, Thailand and Laos, however the noodles in Vietnam are the best noodles I've eaten.

we eat everyday at home, as our major food always is rice. However, we change our food very often by going to the restaurants or cooking them at home (but it may take more time and not so good like at the restaurants). The photos express only 30% how delicious the food could be, the remaining 70% of quality are your taste when you see them in reality.

Following is the list of my food in this blog and I write in Vietnamese, so that it will be easier for you to find them when you visit Hanoi and want to try some of these food. There are totally 86 dishes in my blog up to date and I arrange them into some groups like "noodle", "cake", "sticky rice", "sweet soup" and others.
